importing outlook 2003

I have copied my .pst files to my Vista installation and I want to import into the Vista Mail program. When I try, I get a "Message cannot by imported from the MAPI client" error. I assume this means that I have to install Outlook in order to input Outlook?

I would expect that Windows Mail, like Outlook Express, needs to use Outlook to read the PST file.
